Water Resources Management

The Master's Program in Water Resources Management (MPSDA) is a master's degree program oriented toward the utilization and application of science and technology through specific expertise or profession to address challenges in water resources management. The increasingly complex, multisectoral, and multidisciplinary field problems in water resources management require master's-level expertise to solve.

  1. Ilmu Rekayasa / Terapan
  2. Integrated Water Resources Management (IWRM)
  3. Specialization in Water Resources Management and Engineering
  4. Information Systems and Water Resources Economics

Body of Knowledge TPSDA

IWRM (Integrated Water Resources Management) encompasses five key aspects, namely:

  1. Natural aspects of water resources systems, such as surface water, groundwater, water quality, and physical behavior.
  2. Sectoral economic aspects related to water resources (agriculture, fisheries, raw water supply, hydropower generation, navigation, recreation, and environmental conservation).
  3. National policy aspects and their constraints (social, legal, institutional, financial, and environmental).
  4. Institutional hierarchy aspects.
  5. Aspects of resource and demand variability (watershed [DAS] or river basin territory [WS] scale analysis, upstream-downstream river basin interactions, and inter-basin transfers).
Challenges Faced
  • Global Challenges
    1. Climate change driven by El Niño and La Niña, as well as global warming leading to flooding, sea level rise, and droughts.
    2. Indonesia's positioning as a hub for river basin management in the Asia-Pacific region.
    3. Millennium Development Goals targets related to eradicating hunger and poverty, ensuring environmental sustainability, and fostering global development partnerships, particularly in the water resources sector.
  • Local Challenges
    1. River basin management (cross-boundary river basin management) with neighboring countries.
    2. Urban flooding caused by upstream precipitation, local rainfall, and tidal surges across provincial capitals and other major cities.
    3. Watershed degradation and the expansion of critical lands resulting in soil erosion, excessive sedimentation, and reduced groundwater recharge.
    4. Low coverage of raw water supply services, particularly for drinking water and agricultural needs.
    5. Droughts affecting agricultural areas and strategic rice production centers critical for food security and food self-sufficiency.
    6. Rivers and watersheds serving as hydrological carrying capacities that form the foundation for community development and regional spatial planning.
    7. Suboptimal utilization of information technology in database development to enhance management information systems that support decision-making.
    8. Strategic planning of river basin water resources management on a national scale to support water resources and regional master plans.
    9. Excessive and uncontrolled groundwater extraction leading to land subsidence.

The curriculum of the Master's Program in Water Resources Management (MPSDA) refers to standards established by:

  1. ASCE (American Society of Civil Engineers)
  2. AAWRE (American Academy of Water Resources Engineers)

Stakeholder Input

  1. The Master’s Program in Water Resources Management is expected to produce graduates who serve as "water managers" supported by the knowledge and skills of a "water engineer." To this end, the management component is given greater weight in the curriculum, either as standalone courses or integrated into existing engineering courses. This aligns with undergraduate program graduates who are expected to be "engineers" equipped with management insights.
  2. The existing curriculum needs to be supported by GIS capabilities and water resources software, group work activities, integrated field problem evaluations, and field courses (day trips and/or field trips) as curricular activities that help students understand and articulate the knowledge, skills, and attitudes required of professionals in their field, both specifically and comprehensively alongside related disciplines.
  3. Within the framework of an applied program, collaboration with professional associations—such as HATHI (Himpunan Ahli Teknik Hidraulik Indonesia / Indonesian Association of Hydraulic Engineers)—needs to be implemented. This can be realized through in-house training mechanisms implemented to obtain professional certification. These activities can be supervised by assessors to broaden insights and grant professional recognition across water resources sub-disciplines according to the professional association's certification board classifications.
  1. Enhancing educational quality by producing graduates with high intellectual capacity in knowledge and expertise, innovation, creativity, morals and character, and emotional maturity, capable of consolidating and strengthening national integrity.
  2. Enhancing research activities and quality as well as practical applications in water resources management alongside relevant scientific and technological advancements to achieve national prosperity.
  3. Producing water resources managers (water managers) equipped with the capability to make sound and prompt decisions in integrated and sustainable water resources management.
  1. An ability to apply applied mathematics, applied science, and engineering principles in the field of water resources.
  2. An ability to evaluate and assess data and experimental results in the field of water resources.
  3. An ability to analyze systems, components, or processes to meet desired needs within realistic constraints.
  4. An ability to organize and lead teams consisting of diverse scientific disciplines.
  5. An ability to identify, formulate, solve, and evaluate problems in the field of water resources.
  6. The application of professional and ethical responsibilities.
  7. An ability to communicate effectively.
  8. An ability to explain the impact of engineering solutions in a global, economic, environmental, and societal context.
  9. An understanding of the need for lifelong learning and the ability to engage in it.
  10. An understanding of contemporary issues related to water resources management, including Water Resources Master/Pattern Planning (Perencanaan Pola Sumber Daya Air).
  11. An ability to evaluate advancements in science and technology required for practical civil engineering needs.
  12. An ability to produce designs within specialized areas related to water resources engineering.
  13. An ability to integrate (organize and combine) elements of work management, construction, and asset management in the water resources sector.
  14. An ability to manage business, public policy, and administrative principles in the field of water resources.
  15. An ability to apply leadership principles and practices.
